Hi, can a scratch from a cat cause disease like Tetanus or rabies? what should I do other than call th etenant and ask if her cat is vaccinated? THANKS.

It can’t cause Rabies, and Tetanus is highly unlikely. There are a few diseases you can get from cat scratches, but transmission to humans is rare.
It wouldn’t be a bad idea to verify that the cat is fully vaccinated (especially the FVRCP combo vaccine.) But chances are you’re perfectly fine, and I wouldn’t worry about it unless you start to have symptoms of illness or the wound becomes infected. Transmission of disease by cat scratch is theoretically possible but quite rare.
